Its hard to get other GPU bcs i dont have 6 pin or 8 pin so it need to be GPU that use only motherboard and the RX 6400 is the best choise for GPU without 6 or 8 pinI would get a different gpu. The performance loss will be massive since it's only x4 pcie fitted.

As stated earlier, the CPU is mostly in charge of what FPS you get. Depending on the game in question.But wil i get more fps with rx6400 4gb in pcie2.0 x16 then with RX 460 2gb
Ive seen that RX 460 use more watt then rx6400That PSU is right on the edge of NotEnuff.
AMD recommends a 350W PSU.
And being old....I probably wouldn't put that GPU in that system.

The GPU provides the eyecandy for whatever frame the CPU provides.
Bottom line - Putting in a better part than what you have now will not result in lower FPS.
