Would it be OK to run bios if CPU has no cooling

So I'm currently water Cooling my pc and have all my components hooked up without water but want to see if all my hardware is getting a response before I put water in the loop.

Do you think it's ok to run the bios if the cpu has no cooling just a waterblock with no water running?

Use the stock heatsink to turn it on once to ensure everything works. Other than that, don't risk it!

CPUs heat up extremely fast, so the risk of frying it is present if you do so without a heatsink or without a loop with flowing water.

I literally cooked my friend's i7 4790k by turning it on after the build without plugging in the liquid cooling loop. It shot up to 99 degrees Celsius and shut off. It's fine now but I think I killed any and all possibility of overclocking that CPU in the future. And that was with a closed liquid cooling loop with nano diamond thermal compound.

Long story short, don't do it.
