[SOLVED] would it be okay to hang a sata cable with power out a pcie slot for a dvd drive / hot sawp bay my bios would let that happen

Safe, no.
Even if your bios technically supoorts hot swapping, it generally just causes problems.

If you hang the cables out and only swap drives when machine is off, it should work.
