I have an old Compaq Presario CQ5500Y that I'd like to use for gaming until I can get a custom PC. I just want to focus on getting a graphics card that will work with NY current system so I can play older games like Skyrim and Mass Effect. I know it won't be a great GPU option but its just to hold me over for a while until I can afford a new system.

The PSU is a LiteOn model PS-5251-08
DC OUTPUT: 250w
+5v/25a
+12v/14a

I know need to upgrade the PSU for better graphics card, I've already done a bunch of research on the subject. I just need input from someone experienced on what my capabilities are with my current OEM computer. It has 2GB RAM and an old AMD Sempron 2.8 GHz CPU. It can hardly run Oblivion but I think if I at least get dedicated graphics it'll run something decent on low graphics.

No, none of these very low power cards will be any good.

A 7750 could work, uses around 50w, so a bit of a gamble. Either way the Sempron is a terrible CPU so not worth getting anything too powerful for the GPU.

Yeah I know the CPU is holding me back a lot. Would it be worth it to upgrade the parts of my system or just get a new custom build? I'm think I'll get the GPU now, then upgrade my PSU, CPU, and RAM, then get another GPU upgrade. But it may be cheaper to get a new build
