Would my cpu Bottleneck?

I have a second gen i3 and I plan to buy an RX 550 for it. Would it bottle neck? Also what about a GT 1030 with it?

Neither an RX550 or GTX 1030 are overly strong cards. They're essentially iGPU replacements and e-sports cards.
I can't imagine a second Gen i3 bottlenecking either card much, if it all.

Depending on your intended uses, a GTX 1050 may make more sense
