But would you see any improvement over just upgrading the gfx card on the system you have now? That is why I asked about the monitor's resolution and refresh rate. Your i7 is a top tier CPU. It's in the same top tier as the fastest 8th gen i7.

You may not see any improvement short of benchmark comparisons.
It depends on what screen resolution you play at, what vert. refresh rate your monitor has, and what you feel you are lacking. That is still a strong gamer at 1080p/60Hz. The only thing that would make a noticeable improvement would be a faster gfx card. The GTX 770 is in between today's GTX 1050 Ti and GTX 1060.

Or were you thinking of replacing the entire system with a new build?

Then a GTX 1060 6GB will provide 60 fps on most games at 1080p. Anything over 60 fps won't show up on a 60 Hz monitor anyway. A GTX 1070 would be a nice if you want to upgrade the monitor in the future to 1440p/120Hz.
Your Haswell platform is still a major gaming machine. Moving to a newer platform would only gain you bragging rights. And maybe a little future proofing (if there is such a thing).
