Would the i7-9700k work with the Intel E977379-003 fan and Insignia Thermal Compound (NS-PCTC8)? Thanks

I feel like the cooler isn't good enough but I'm not sure.

I would not use such a basic cooler with a 9700k. I would definitely want a beefier air cooler (Noctuas tend to be the most dependable choices here) or a liquid cooling solution that at least has a 240mm radiator. Intel CPUs tend to be the hotter ones these days as Intel tries to squeeze every last ounce of performance out of 14nm.
