Would these components be powerful enough to run websites?

A separate built server with two Processors and a insane amount of hard drive space well loaded with up to who knows how many slots you can fit HD inside the PC case.

Up to 10 Server racks of severs or + more.

Would that be enough to run sites like Twitch TV, YouTube, Omegle, Chatroulette? Like sites designed similar to them. Or for example you create a streaming website.
