Hmm fair point on windows 7; still depends. I actually know a fair pit of elderly people who manage on smartphones pretty well, so Windows 8 might not be so bad. Totally up to the situation at hand.

Since your grandma won't be gaming (though that would be cool!), I think an intel is better suited for her. It will be noticably faster for general use than the APU.

There are plenty of good $25-35 case also, $50 seems a bit much for a budget build :)
