Would this build run games like GTA V and The Witcher 3 and future games such as fallout 4 and Star Wars on high-ultra settings? http://pcpartpicker.com/p/syTVQ7 I'm in the US and the most I could go up to is ~$550, thank you
Personally I'd go with the AMD R9 280. It's cheaper, as well as having a higher VRAM, which while not the end all be all, definitely helps, especially with GTA5. How about this?
I hate to break it to you since I went through the same thing but $550 won't max games... 960 is a good choice though. Normally I would say go Intel but since your trying to save money AMD is fine
So no? I've seen gameplays where the fx-6300 and gtx 960 2gb ran about 50 fps? What would you change about the build?
Dependent on the games, and how picky you are with FPS. GTAV/Fallout 4? Nope, but you wouldn't be able to get anything in the price range to run that on max.
Basically anything pre 2011, you'll run on ultra with 60 FPS if it's optimized correctly.
Past that, you can get it on high/ultra, but it'll probably be closer to 30 FPS than 60.

Just saw a vid of the Witcher 3 with a dude that had the i5 4460 with 8gb ram and gtx 750ti, was averaging around 35 fps. Would that build be upgradeable for the future if I wanted to upgrade the gpu or the cpu?
Instead of the MSI 960, I would go for the Gigabyte version. And also, your PSU should have a better efficiency than that.
even if I don't plan on over clocking?
Well, it's not all about overclocking, it's also about the best bang for your bucks. The Gigabyte 960 isn't much off in terms of price from the MSI version and it is better in my opinion. And as for the PSU, there are better options at that price point. And as for overclocking, you'll need a 3rd party CPU fan as the stock one just isn't gonna do it.

First off, you really shouldn't go by youtube. It's a completely unreliable source.
Second, yes. The LGA 1150 socket is arguably the best socket for a budget, as it goes from dirt cheap processors (Pentiums) to some of the best processors out there (i7's)

For budget build gaming you want the best single GPU you can afford at the time (the 960). So check that. Your PSU is fine. So check that. You want at least 8GB of 1600 DDR3. Check. I would go with an Intel CPU and MoBo that supports 1150 which a MoBo with a current i5 would that way when you get some money you can upgrade the CPU easily and without changing MoBo. You will be able to run most games on high but maybe not maxed (except for older games).
