Personally I'd go with the AMD R9 280. It's cheaper, as well as having a higher VRAM, which while not the end all be all, definitely helps, especially with GTA5. How about this?

Dependent on the games, and how picky you are with FPS. GTAV/Fallout 4? Nope, but you wouldn't be able to get anything in the price range to run that on max.

Basically anything pre 2011, you'll run on ultra with 60 FPS if it's optimized correctly.

Past that, you can get it on high/ultra, but it'll probably be closer to 30 FPS than 60.

Look, to run games at decent frames and quality, you have to spend some money. If you keep eyeing budget, that's fine but dont expect miracles.

For 1080p and recent games, you need AT LEAST some good intel i5 and AT LEAST gtx 970.

The build above is graphically limited, 750 ti is a weak gpu.

Just saw a vid of the Witcher 3 with a dude that had the i5 4460 with 8gb ram and gtx 750ti, was averaging around 35 fps. Would that build be upgradeable for the future if I wanted to upgrade the gpu or the cpu?

Well, it's not all about overclocking, it's also about the best bang for your bucks. The Gigabyte 960 isn't much off in terms of price from the MSI version and it is better in my opinion. And as for the PSU, there are better options at that price point. And as for overclocking, you'll need a 3rd party CPU fan as the stock one just isn't gonna do it.

First off, you really shouldn't go by youtube. It's a completely unreliable source.

Second, yes. The LGA 1150 socket is arguably the best socket for a budget, as it goes from dirt cheap processors (Pentiums) to some of the best processors out there (i7's)

GPU's can be dropped in and out of systems.

For budget build gaming you want the best single GPU you can afford at the time (the 960). So check that. Your PSU is fine. So check that. You want at least 8GB of 1600 DDR3. Check. I would go with an Intel CPU and MoBo that supports 1150 which a MoBo with a current i5 would that way when you get some money you can upgrade the CPU easily and without changing MoBo. You will be able to run most games on high but maybe not maxed (except for older games).
