I'm completely new to building PCs and would like some help on whether this would work.

You have a budget? people here can make a draft via the pcpartpicker for a good build. What case is that one linked? Link doesn't go to amazon.

Think you can do with a less expensive cooler and maybe other parts so that a better gpu can maybe be chosen.

I would say my rough budget would be around £1000 (1250$) and yes I know about pccartpicker and have used for links etc.

The processor would be the Ryzen 5 3600, it's launching today and should be available soon enough, unfortunately it's not listed on pcpartpicker yet. This would be a much better PC for the price, and I don't think it would cost more than your budget with the processor either, the 3600 is launching at $200, there's enough room for that.

You could probably make some further compromises and even fit an RTX 2060 in there, though I think the 1660 Ti is fine if you don't want Ray Tracing.

Within your £1000 budget, something like this would be good. https://uk.pcpartpicker.com/list/wgmtjy. I manually set the price of the CPU to the expected Ryzen 5 3600X price. The motherboard I chose supports MSI flashback, which will allow the updating of the BIOS without a CPU, meaning you can get Ryzen 3000 support without having to get another CPU just to update.
I'd rather go with a multiple fan GPU so would this build still be possible with dual fans?
 
Would it be better to go for a Ryzen 7 2700x it's not that much higher price, has got 8 cores and has got a higher clock speed (4.4GHz). Also it's likely to go down before I buy it (2 months)

For gaming the 3600X would be a bit better IMO, plus games currently don't need more than 12 threads, which the 3600X has. Of course, with a 60 Hz monitor the 2700X would also be fine. But if you have a 120 Hz or more display, you should definitely go with 3600X rather than 2700X.
