Would this pc work for what I'm looking for?

This is a two part question. My first question is whether I should buy this hard drive https://www.ebay.com/itm/Seagate-ST380815AS-Barracuda-80GB-7200RPM-3-5-SATA-Hard-Drive-HDD-Desktop-PC/273567577679 and this PC https://www.ebay.com/itm/Dell-Optiplex-760-DT-PC-W-Intel-Pentium-Dual-Core-E5200-2-5GHz-2GB-RAM/183441154985 to create a PC for about 20 bucks.




I know you're probably thinking: What! You're not gonna be able to do anything with that hardware! But really all I'm looking for is a PC that can watch videos and browse/surf the internet and just do regular things. Social media, youtube, Reddit ect. I'm not looking to game or anything at all. For the price the specs are incredible. 80gb HD space is short but I doubt I'd even use half of that since I don't really download things.

Sure, the cpu is bad but I don't need it for much same with the ram. But at the same time I'm still not sure. Would these specs be good enough for what I'm planning on doing? My operating system I'm planning on running is windows pro 64. My second question is quite simply, how would I go about doing this? It doesn't sound hard. I've had to do a full reset using the windows creation tool and a USB drive before and so all I think I'd have to do is place the hard drive in and then just load windows with a USB and type in activation key. But is there something else I'd have to do? Because someone mentioned something about installing a ton of drivers and such and he said its complicated. So please answer whether this pc is good enough for normal internet usage and how I'd go about setting it up. Thanks
