Would this rig be considered high end

So I have an i7 3770k, biostar z77 hifi, a 256gb Kingston ssd (boot drive), Samsung 1tb harddrive, 8gb corsair vengeance ram ( would be upgraded to 16), xfx radeon 6970 and a corsair h60i. I get told sometimes that it is medium range, then I get told it is way out date I also get told that the parts do not match and seem odd together. so now I don't know it seems descent enough to me but not sure

Solution
The CPU is pretty much high-end and the GPU is still pretty decent. You should be able to OC the 6970 to match the performance of a 7950. If you wish to get a nice GPU upgrade, then you can get either an R9-280X or GTX 770.
If it meets your needs, then feel free to tell those critical of it that you're all out of rodent backsides and have none left to give.
Otherwise, if some games seem to be slow, especially on high graphics settings, you might consider a graphics card upgrade. A HD7970 or R9 280X would be a nice step up.

These are the 2 upgrade's I would do. 8 gigs of ram is enough, and honestly, water cooling is overkill on this. If you just want to overclock to around 4.2-4.3 ghz, this would be fantastic. Also, the 270X is a budget gpu, but still fantastic. You could shell out extra cash for a 280x.

3770k is still a great CPU, especially overclocked.

Not familiar with Biostar boards.

SSD + HDD is still fine. If the HDD is a Samsung SpinPoint F3 1TB these are great.

8GB of RAM is plenty for gaming, especially if it is low latency DDR3 1600 or 1866.

HD 6970 is adequate, but a newer GPU is probably a good idea. This seems to be the weak point in your system and the only thing I would think about upgrading. The cards Dio and Onus suggest above are all better.

That isn't that much outdated. The 3770k is still good and the mobo, the only thing I'd upgrade would be the GPU, unless he want's to shell out some extra cash for an 1150 motherboard and a 4670K i5.

Now, let's say you wanted to upgrade your CPU and motherboard. I'd go for the 1150 i5 4670k and the Asrock extreme 4. Also, I have the r9 270X.

Here it is with an R9 280X.

The i7-3770K is still a perfectly competent CPU for anything out there now, and likely for some time to come.
The R9 270X is only one tier higher than the HD6970 you have now; the R9 280X would be more worthwhile.
Your liquid cooler is comparable to the better air coolers, so there is no need to replace it.

I am trying to work out if my system is still adequate for today. Its my first 8 months building a pc so I am not that knowledgeable yet about which parts are best. Ive been told at local computer shops that I need to upgrade but im not sure that this is true. I have worked out though I need to upgrade my gpu.

High end is different than relevant.

A rig can be high end and outdated(parts used at the time were strong) as in my rig. It will be 5 years old in ten more days(except for the GPU) and can still accomplish everything I ask of it, with ease. Your rig is similar to mine in that it was fairly high end at one point but is losing its luster. As a gamer you can't really expect to sit on the same GPU for 5 years.

I upgrade mine every 18-24 months. With one of the suggested GPU upgrades, you should also have a couple more years with your rig.

Is it adequate for what you do?

(local shops will tell you something needs changing, because they want to sell you something)

Admirable
As for your question.

Everyone here is recommending something, thats just how fast technology develops from the 8 months of your rig.

Example is someone like me, i bought a gtx 780, and after installing it on my system, i rushed to the forums only to find the gtx 780ti is announced.
