Would this run well?

I'm building a pc for my friend out of some old parts I have. I found a couple old computers and tore them down and ended up finding an ati radeon hd 2400 xt. The cpu is either going to be a Intel pentium dual core (2.6ghz) or a Intel pentium 4 (2.0hgz) With the dual core its running ddr2 ram which I have extra of but only reaches 3.5gbs... And I'm pretty sure 1 of the sticks are dead (Haven't tested the actual pc yet) If I use the Pentium 4 I won't be able to put the graphics card in due to the motherboard. What should I do?

p.s: This isn't his permanent build. He plans on building a new pc with a 1050 this summer, but to start him off in pc gaming is this good?
 

He mostly wants to play csgo and maybe some other stuff... He's new to pc gaming so he's not going straight into any aaa titles.
 

Do you think csgo would run at 60? I know that the older cpu by itself runs it at about 30 on lowest.. So I think the graphics card would be able to run it pretty well.. Or atleast better
 


I am very surprised it does so. Maybe at 640x480 resolution. Do you mean the Pentium 4, or the Dual Core?

I suspect it might be able to 45+ fps at 720p resolutions even with medium settings. But I've not dealt with that era of hardware or games for more than 10 years now.
