cpu/gpu would be more important then the type of ram.
ddr3 would be up to 6th gen intel

Skylake, Kaby Lake, and Coffee Lake can also use DDR3. So really the answer to this question is another question. Why aren't you looking at Ryzen?

Depending on what the laptop is going to be used for, I don't see why DDR3L would be an issue unless the CPU and other specs are terrible or the price is far higher than a newer DDR4 laptop.
