it is a budget mobo and is half the price of a new model. the motherboard doesn't have a io shield, disk driver etc, do you think it is worth it.

No. The "LE" does not have heatsinks on its VRMs, and may not be able to handle a FX-8320, especially if you intend to overclock.

Correct. Buying refurbished has its own risks (and rewards). I've sold mildly used stuff that has found very happy homes. Other people sell dregs, or parts they've overclocked half to death, or otherwise aren't stable. YMMV.

okay. However the person selling the motherboard has a near perfect rating on ebay (99.7%) over 5000 reviews. As well as this he seems to specialise in refurbished motherboards, and I wont be planning on overclocking so do you think I would be okay if I did go this route?

If you believe the seller is reliable, then I'd say yes. EBay does have some buyer protection against scammers.
