Wraith Spire cpu cooler really loud

I have a Ryzen 1600 with the stock cooler, and its really loud.

When i just finished my build, it was really quiet, then my computer <language edit> up a bit and i had to fix it, and now the stock cooler is really loud, at idle (30 celcius) i can clearly hear it, and when its at 55 and above it sounds like a jet engine... help me

If you tweak BIOS settings/ Ryzen Master/ SpeedFan etc. sometimes, then maybe you accidentally changed the fan curve of CPU.

I haven't done any overclocking or adjusting fans, could it just be a bad sample?

A bad cooler sample? Yes if it's noisy at low RPM, but you haven't told us how fast it spins nor what the fan profile is in the BIOS.

Its spinning at roughly 1400 rpm

That's pretty fast for Auto if the CPU is cool enough. Have you tried a different profile? Are the temps fine?

Well, it gets up about 60+ degrees after an hour of playing a simple game like csgo, is that normal?

have you got any case fans to shift the hot air out of the case and bring new cool stuff in? mine runs pretty quiet unless i'm benchmarking
