I bought a AMD Radeon R7 250 2gb ddr3 3.0x16 desktop card from newegg, plugged it in and ran the correct drivers....went to check the settings on the new card and realized it was showing as a AMD Radeon HD 8800M ..... any ideas ?

No it's not the rong chipset. It shows up as that because the r7 and r9 up to 280x are rebrands of the 7*** series cards while the 8***cards are also rebrands. No it just says that because the 2 cards have very similar architecture and performance. Like my 7970 would be a r9 280x or FirePro d700

ok, i understand that ... but why would it be registering as a mobile card then ? ( AMD Radeon 8800M) ?

I'm not convinced by it. Specs look wrong, 512 shaders should be (probably 384).
fill rates should be 8 and 24, not 16 and 32 (so the ratios are off as well).
There's no boost and there should be.
memory speed is wrong
looks a bit like a 250x given the die size, but still nothing stacks up.

So it could be a badly chosen bios flash of practically anything.

Well it is the wrong chip for a r7 250 more like that of an r7 250E although not using GDDR5 (according to the wiki specs chart). R7 250's are usually based on Oland GCN 1.0 parts and have 320 to 384 shaders. Yours is a Cape Verde based chip with 512 shaders also a GCN 1.0 part so in this case I wouldn't worry about it. The specs on yours are superior to that of the R7 250 although lower than the R7 250X chip (640 shaders).

EDIT: As a note your chip doesn't even match any of the given 8800M chips.

Assuming its not actually a POS with a bodged bios. Performance testing will tell you more.

I just had the EXACT same thing happen.

Box said ASUS RADEON R7 250 The actual Graphics Card has labels indicating R7 250 - but after I installed it - EVERY piece of Software including Device Manager, Display Properties/Settings/Advanced/Adapter, AMD's own Catalyst, CPU-Z and GPU-Z - ALL Identify an "HD 8800M"

All of the System Info, noted above, was captured in seven (7) "Screen Shots" and sent to the Seller.

But I was stupid and bought it from "B&H Photo" and they are making it a nightmare over getting it sent back.
Wanting me to PROVE that it is not an R7 250 - irrespective of the "Screen Shots" I have sent - as well a Digital Photos of the Box and the actual Graphics Card which - "DUH" - says R7 250 !

I have already contacted PAYPAL and opened a DISPUTE - meanwhile the Rebate is about to expire on the "R7 250" - which I never received.

B&H can be a great source of Electronics and Photography equipment - but they do have some REALLY STUPID People in Customer Service. "PROVE IT'S NOT AS THE BOX WAS LABELED" - RIGHT !
