Wrong CPU temps(speed fan)

with BIOS settings with cpu unlock off it sits at 20-25c with it turned on it says its at 45c but on amd overdrive its still 25c. in bios it reads at 40c. so im not sure what is the correct temps are and even with the unlock on i cant change the cpu settings even in overdrive. i mean im alright with quad 2.8ghz and i know that its not safe with a stock cooler so even though i cant OC cpu its okay. but still its odd how im getting different cpu temp readings

when you turn your computer on the cpu temp will be low, but once you open up a programme they will be hotter, and 45c is still a good temperature

its not that without the cores unlocked its sits at 25c and goes to load about 40ish c. but i do notice a performance difference for gta 4. if i had a job i wouldnt have these issues id have what i want for my build.
