Im running a RX 580 and tried everything on the software but nothing.
I tried my Chromecast on the monitor and it didn't scale that neither and had black bars.

You might try looking for an overscan/underscan setting somewhere, and setting it to zero, or otherwise turning it off if enabled. If the problem were with the PC's settings, then there should be an option for that in AMD's Radeon Settings, or whatever the control panel is called now. If it's affecting the Chromecast as well, then it's probably not the graphics card at fault though, so you might look for a similar setting on the monitor itself.

Did this monitor ever fill the full screen, or is it a new monitor you just got, that has always had black borders? I'm just wondering if it might be the design of the monitor, as I know some displays will include a black border area behind the glass around the actual screen area to make the...

AMD the last ones
Tried with older versions too but the same

Yes it's native resolution
Brand is LG monitor can't remember exactly what model I did factory reset so many times
Looked at the menu at there isn't much do to about resolution etc
Only color related and sharpness etc.
I believe there is a problem with the monitor itself some maybe the HDMI port ist broken that bad thing is it has only one HDMI port and I can't test it on another port

I'm just wondering if it might be the design of the monitor, as I know some displays will include a black border area behind the glass around the actual screen area to make the bezels appear smaller. They likely list the screen's model number on the back of the monitor, which could tell us more. You could also try measuring the active area diagonally from corner to corner to see whether it matches the screen's advertised size.
