Wrong temp i7 4790k CPU. Questions?

I'm not asking for Fix advice, I'm just wanting your thoughts on the following.

My Intel i7 4790k CPU on MSI Gaming 7 motherboard has a Cool Master Evo 212 heatsink/fan.

Speed fan and intel's diagnostic software indicates cpu runs at 100 degrees when at 100% either by prime 95 or intels benchmarks.

1. Wouldn't the heatsink be damn hot if it WAS 100 degrees?
Heatsink is cold to touch.
2. Wouldn't back of motherboard dead center of cpu bracket be HOT to touch?
Its cold
3. If it was running at 100 degrees wouldn't the cpu technically shut off? Maybe blue screen?
I can run it for hours 100% and no issues, no blue screens.

I feel like my cpu is absolutely fine just badly misreporting temps.

Where can I go on intel's site a document that specifies all the settings the cpu is supposed to use for bios.

I want to set every setting that its supposed to be designed for specifically 4790k stock. NOT using the default motherboard settings (unless default are the same per intel's specifications).
 
I've never experienced much heat from touching one of those large HSF, like the CM 212+. They have so much surface area so it spreads the heat out so much, no one spot gets very hot. And if the HSF was not well mounted, the CPU will get hotter, and the HSF will be cooler as it is not getting all the heat from the CPU as it should.
 

The defaults will always be the default Intel spec's as far as I'm aware, and the motherboards manufacturers defaults for motherboard features, which Intel doesn't play much of a part in.
