WTF!! Why does underclocking my GPU help frame rates?

Why in the World does underclocking my 750 ti by 130 mgz help with fps in my games??
My Vram is overclocked 400 MGz and fan speed is at 5000 rpm...
What is going on..

Could we get some more info.

Temps when idle and under load for both GPU and CPU would help.

Is this a small factor computer case, or a full tower.

How is the airflow?

That is a pretty hefty memory overclock, and a very high fan speed... Some more info would be good.

Set it too stock, then see. Next OC in small degrees till you see performance degrade. Also what PSU, it may be marginal.

Airflow is all G..
Cpu holds around 55 C (celsius or 130 F)
Gpu has an 80 C degree temp priority and full power and the fan is set to auto now and sits around 25 C idel and 60 C load.
