I have core i7 4790 and gtx msi 970 and 16 gb ram and im running the game on ultra and i have 144hz screen and i set my fps to unlimited but when im walking there's stuttering how to fix this please? should i lower anything in my game?

What resolution are you playing at? I have a 6-core @ 4GHz, GTX 980, NVidia Hair off and play at 1080p and I get times where FPS dips in to the 40s or 50s. This is a hard game to render. You may need to dial back the quality settings.
 
IMO Throttle back from ultra to High on your graphics then I would do the 'basics' just to make sure it isn't something else also in the background:

Version of Windows? 10? 8? 7? - BEST ANSWER IS UPDATE TO NEWEST OS, which 10 is free and painless for only a little bit longer.

Did you install all Windows Updates? Including OPTIONAL items except BING? Check them and repeat till ALL are installed.

Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update

Go to www.filehippo.com, download Malwarebytes, go to CUSTOM Scan and set it to do a full system scan (by DEFAULT IT DOESN"T DO THAT, and AntiVirus doesn't pick up alot of malware) - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.

Remove whatever AV your using and download AVIRA, AVG, Comodo or Panda go to CUSTOM Scan and set it to do a full system scan (by DEFAULT IT DOESN"T DO THAT) - this repeatedly has resolved alot of people issue relying on MS Essentials.

Repeat the AV/Malware scans till the system comes up clean.

Download AUTORUNS and turn off anything NOT critical on startup, so you don't need to run JAVAScheduler to check for Java updates everytime you start your computer for example. BE CAREFUL AND KNOW WHAT YOUR TURNING OFF BEFORE YOU DO IT.

OKAY SOFTWARE DONE, NOW HARDWARE:
Open Computer, Can Air dust out the bunnies and use paint brush on the vents, coolers, fans, etc.

OKAY HARDWARE DONE, NOW LET'S CHECK OUR WORK!:
Download and run SPECCY, copy and paste the first tab to show your idle temps

Download and run MSI Afterburner, in the settings turn ON OSD, then go through and SET the stuff to 'watch' by enabling them in OSD (On Screen Display)
Now run some of the games that run poor, what temps are you getting when underload as compared to what you posted?
With MSI Afterburner Do you see anything funny that the CPU or other parts are maxing out (we are testing here not trying to WIN at the games, so if your screen is filled with readouts then just deal as we are just observing).
Check all the games you listed, and provide if there they ALL or just SOME are having this issue?

First of all i have windows 10 original 64 bit home edition and my driers are always updated and all other games are running smoothly like gta 5 and etc.. im running this game on 144hz but its not hitting 144fps 80 fps max i think thats the problem maybe should i lower it to 60hz which its 60 fps?
 


No Hz does NOT equate to FPS. FPS is the generated number of frames the Video Card/Computer is outputting, the HZ is the number of frames in a given signal render on a Monitor NO MATTER THE INPUT. So if you put out 12FPS, your screen will still show 60Hz. If you put out 144FPS, your screen will still show 60HZ. The side effects of NOT being at the 'same rate' (as your equating, outputting 60FPS on a 60Hz screen) is the tearing effect (too High FPS output) or Stuttering effect (too low FPS output as it skips from one set of frames to the next to the next too quickly stuttering).


As you have a 144Hz display, you want to output 144FPS roughly to match up close (even at 100-120fps that is still close enough not to cause visual problems), but as your NOT capable to do that, then using VSYNCH in your games options would FORCE the GPU to match the output (usually at max 60FPS) of the display (60Hz) and 'drop extra' frames (so instead of 80FPS, it produces 60 then drops the other 20 extra BEFORE sending it to the Display).

That said, Windows Update, nor downloading say Nvidia / AMD's latest drivers keeps "my driers are always updated'. They do not for example update the I/O PCIx Adapter driver, which is the actual slot the GPU slides into, nor a whole bunch of small but important little parts that do cause similiar issues. Slimdrivers pulls the latest edition direct from the website OF the maker, it doesn't store any of the files and all it does is scan and let you know what needs to be updated. Going on 1000 solutions here on TH (check my record) I can't count the number of posts EXACTLY like yours that either a stupid little driver needed to be updated manually OR that MALWARE (which is NOT picked up by Antivirus systems!!) was sitting there puttering away int he background but during HIGH INTENSE RENDERING stole away the extra processing causing the same issues your saying.

Again I would go back to my basic steps, you can always UNINSTALL ANY OF IT, but I have almost 1000 solutions here alone never mine now going on 30 years experiance professionally doing this that I seen these basic steps solve 99% of all issues.
