[SOLVED] x16 slot is running @8x

Hello, i have an Msi x99 Gaming 9 ac motherboard, using noctua nh-u14s as cooler. I mounted the cooler, it covered all of my first pci slot, which is 16x .
This board has second 16x slot @slot 4.
I mount my gpu to this slot thinking it will be ok , because slot has 16x speed.
Then i checked it using gpu-z, it runs @8x speed. I updated bios but nothing has changed. Is there a way to solve this issue?
 
Solution
there is no way to solve it unless u use first GPU for x16, 2nd+ slots are physicaly connected to less lanes
i really doubt u will have any noticeable performance diference running it at x8

your manual says that 4th slot has x16 connection only with CPUS with 40 pcie lanes, 28lanes CPUs have 8x mode

This must be it, i use 5820k which has 28 lanes.
It's dumb af tho.

One possible solution: I can mount cooler vertically. In this case cooler's fan is so close to gpu's back, not even 5 cm as i remember. I can add a fan to top for exhausting, is this kinda setup any good for cpu's temps? This got me worried and decided not using like this, so i install my gpu to another slot.
 


Oh my bad, my gpu is MSI Aero GTX 1070 .
