I can only say to that ,that at lower resolutions the strain is more on the cpu than the gpu. Whether that the low usage of the gpu explains remains to be seen. No one who can lend you a higher res screen for testing?

Since that slow should the cpu have no troubles of making that gpu run at 100% which it doesn't so you're assessment is not right in this case.The point is that his cpu load is high and the gpu load low,not the other way round.
