x4 870k bottlenecking my rx 460 4gb

So basically i see people with the rx 460, and paired with the x4 860k getting around 150 or so fps in csgo, when i can only seem to get 50-100. I have even managed to overclock it to 4.4 ghz, on games like h1z1 they can run the game on all high getting an avg of 60 fps, yet mine runs barely above 30 on low, I say its being bottlenecked but in reality im not to sure what the issue is, my gpu will bounce from 100% to 0%, while my cpu will hover anywhere between 50-70%. Im considering returning the 870k and getting an fx 6300 instead, but before i do,Is there any way to fix this so i dont?

I have checked drivers and all sorts of stuff so none of that is the issue.

Have you checked thermal margins? If not, use AMD Overdrive to see what they are on a full load. The higher the better.

I would also suggest using something like MSI Afterburner to monitor what is going on when you are playing games. CPU, GPU and RAM frequencies and usage; CPU and GPU temperatures; fps and frametimes; and perhaps even pagefile usage. Idea is to spot what happens when you get those low framerates.

I dont have a video showing h1z1 settings but i have friends who have the same setup and avg 70 fps on medium-high and i get 30-45 on low.

For more benchmarks simply just type in rx 460 with x4 860k, the 870k is just a overclocked 860k. And yes im on the latest bios. i have checked for drivers and bios multiple times.
