X5470 and same OC issues

Hello everyone ^^

I have installed Xeon X5470 on my MO eg31mf-s2 and i have wierd issue.
Updated BIOS, everything works fine OC’ed to 4 GHz (70 C degrees in stress) with gtx 750 but when i tried with GTX 1060 (just testing) i cant to OC processor.
Multiplier as always set on x10.
I will boost only for 100 MHz and my Screen is BLACK!
I can hear on headphone’s the Windows is loading ( Skype launching ^^) with perma black screen.
Only that helps is taking off CMOS Battery to reset BIOS.
I will add that my power supply is 600W with 80%+ , and my RAM are DDR2 Reapers 1066 Mhz

How old is the PSU?

1060 is a fresh run or old OS with drivers etc.?

OS? (Hoping Win 7 of course.)

And nothing touching on the board? I had weird issues when my GPU touched a heat sink or something, and had to, erhm, modify the card a little.

Course I wasn't messing with a 1060 it was a 960 and different board.
