My X570 Chipset at 201F, this even normal?

If it is running that hot and all you were doing is browsing that's way out of line. My equivalent numbers are all in the low 30s while browsing and got up to 54 while running Unigine superposition 1080p extreme. This is a very cool build. Yours is not. I lean to returning the mobo. And what's the cpu overall temp?

Incidentally when I switched from R9-380 gpu to 1660 TI the temperatures in my build fell ten degrees pretty much across the board. Even the installed NVMe drives. I was amazed. So you want to see if your gpu temps are in line because it could affect the rest of the board. But I don't think it could push you up to 94 c --I got a "wraith" with my Ryz 5 2600x and I thought it was a good cooler. But I'm using Noctua. Actrually I've never had a build go into the 90s. Maybe I'm not trying hard enough.

This is right after installed latest Bios for my Motherboard
1. Update AMD AGESA Combo-AM4 1.0.0.3 ABB

and

Windows 10 Version 1903 latest security update...

So i do not know what is triggering high temp for doing something normally i do from the start.

Ryzen master is the most accurate. 91 c seems overly hot, although it isnt completely impossible.
FWIW CPUID tracks Ryzenmaster very well on my machine
I forgot to mention was actually converting a flv file into mp4 file for a video, but the X570 Chipset temperature is concern even without the doing conversion. I think might cause warping eventually too and possible early end of life.

So a hot component affects everything else in your build, and continuing to use this mobo might cause other components to wear out too soon. I would suggest you consider a new motherboard. And I never suggest that people consider a new motherboard. They are such a pain to take out and install.

But if this thing keeps sitting at 91C you are putting other parts of the build at risk, in my view. Greg N

Sadly the Motherboard X570 only allows PCI-E 4.0 to be used for the GPU or else it wont even boot up if i put on the 2nd PCI-E slot which a 3.0 PCI Express slot, so i cant resolve obstructed airflow on chipset

As you have a lower-mid-range PCI-e 3.0 GPU (GTX 1050 Ti?), I'd say the issue of potential PCI-e 4.0 increased heat production is not a huge player unless you have some of the very newest SSDs that operate at that speed...
That Asrock X570 Motherboard just does not allow me to boot up, so reliefing heat issues with CHIPSET FAN AIRFLOW cant be resolved.
