x8 affect performance of x16 card?

Fry's has this motherboard + an AMD 5000 X2 for $200 today. The only problem I see is the PCI-E slot accepts x16 but only runs in x8 mode. Will this cripple the graphics performance of an x1950pro?

From manutacturer's site: "1 x PCI Express x16 slot (runs in x8 mode)"

Newegg wants $215 for just the 5000+ X2, so the motherboard is free...

You may lose 5-10% speed on an 8 lane vs. 16 lane interface using a card that fast. This 6100 motherboard is really not for gamers, it's a budget business board. It's also free.

Given the videocard, are you on such a tight budget that an E6400 with a P965 mobo is out of the question?
