X8DTi-F motherboard BMC Heartbeat blink but won't switch on - how to troubleshoot?

I am currently building a computer to run data science calculations. I bought a Supermicro X8DTi-F and two Xeon E5649. I hooked up everything how (I think) it is supposed to be, but cannot get it to turn on. About one minute after I plug-in the PSU, the BMC Heartbeat LED starts blinking, but nothing else happens. I tried to switch it on either with the connected front panel button, or by directly shorting the two pings, but to no avail. I tested the PSU with a multimeter and everything seems to output what it should. Thinking it might be a short, I took the board out, put it on an antistatic board, replugged everything, without any change.

Now there's a number of things that could go bad. I built a couple of computers in my teens, but that was a while ago, some things changed and I might have forgotten others.

Furthermore, most of the components were bought in a less-than-perfectly-reliable market in Beijing, so it is perfectly possible that one or more of the components are defective. But before going back to yell at the sellers I want to make sure it's not my fault (it probably is).

How could I identify what is wrong?
