Question x99 deluxe MB, cpu, bios or ??

My first time here and i think I have a unique problem. I turn my working for 6 year computer on an it goes to screen saying cpu overvoltage, and initiated a shutdown press f1 to enter bios for setup. Upon entering f1 I get a black screen and nothing else and this keeps repeating on every reboot. I replace the psu with a new one and same occurance. I flashed bios with latest asus bios for this mb and same response. I reseated the ram and ssd checked all connections including looking for any damage to cpu or bent pins and none that I can see put back and still same problem. The corsair aio appears to be running and fan are turning but none of the other 4 case fans are running. I replaced the cmos battery and reset cmos before I flashed the bios. The q code is 00 and never changes upon boot. The computer is 6 years old, and I never had a problem till now. I took apart the computer and examined the mb, gpu,ram,ssd,cpu for any signs of burning but nothing. I dont have the bucks to swap so I am relying on Toms Hardware to help to troubleshoot. My first thought is possibly the Bios chip onboard or the mb seeing that the fans are not functioning and code is 00. Any help would be appreciated.
 
Bout time someone else had this problem as I have a similar issue with my ASUS Rampage V E10 with a Specific CPU installed on it. What CPU is installed on that Mobo first off?
 
Update...i removed the mb put on bench and installed cpu, cooler one stick of ram, ssd and gpu so as to eliminate any possible short circuit in case. When power from board is pressed mb comes on immediatly off the on again and stays on but no post as before code never goes past 00. Can anyone give advice please!
 
Ok well I see my post got 167 views but not really any help! I guess I will assume that it is the Mother Board, I was hoping for a fix! Thanks anyway for reading!
 
It is the asus x99-deluxe and no there was no overclocking. I cleared cmos several times and flashed latest bios code stays at 00 and case fans dont run!?

It does sound like a faulty board tbh, you've eliminated a corrupted bios and bad PSU as the cause. It could be the CPU but it's so rare for them to die. I knew someone with a X99 system, I think they had a couple of boards die on them.

Silly question, but the 8 pin CPU connector is properly secured I assume?
 
Your CPU is dead, I had the same board, it killed 3 5820k's and a Xeon. Asus wonderful OC socket was kinda known to kill x99 CPU's and Asus brushed it under the rug like they do with everything.

Mine did the same thing on a handful of CPU's, it was kind of a known thing, but Im pretty sure Asus paid people to not going too public with it, Your board will probably work with another x99 CPU, but I can guarantee you the CPU is dead.

Only if I could go and see my past RMA's from Asus about this whole ordeal.

Just a few google searches will show that Asus and Intel x99 CPU's just don't do well

It sounds very much like a faulty board to me, though it could be as the above poster suggests, the board has just murdered the CPU. I'm aware some Asus X99's had an abnormal failure rate because I nearly bought the platform years ago myself.

00 is usually motherboard since a CPU failure is rare.
You could remove your drives and try to boot into BIOS for giggles not sure if you have Asus software installed.
