Xbox 360 controller is not recognised by the PC

When I plug in the controller, the computer makes the noise to show it knows it's been plugged in, however a bubble comes up saying it has not been recognised. I have a Windows 7 computer, and I have downloaded the software which should allow it to work. How do you enable the software? Or how can I make the controller be recognised?
