Xbox controller only fashes ring once on plug in

When I plug in my controller into any device, all the controller does is simply flash the ring and refuse to work. It seems to be just 'shutting down' as when I press certain other function keys like the fan or color buttons I can occasionally seem them starting their function before the controller 'shuts off'. This happens for a fraction of a second. This is probably not an intermittent wire because no shaking will help and when I opened it, it did not appear to have any broken wires. Does anyone know if it is possible to repair my controller?

It is a PowerA Air Flo Xbox controller.
