Xbox One Controller Not Detected By PC?

HI everyone. Today I went out and purchased a brand new Xbox One Armed Forces controller for my pc. I already had a micro usb cable so I am fine there. So I went and installed the official drivers for the controller. When I finished installing the drivers, the controller didn't vibrate and wasn't detected by the computer. I know it's not the controller or the wire because when I press the home button, it starts flashing even when there isn't any batteries. So if anyone can give me a solution that would be great! Thanks and Merry Christmas.

P.S I am running Windows 8.1 Pro if that helps.

You have the receiver? I mean that controller is wireless maybe that´s the problem.
