Xbox One controller on PC?

I do have a micro-USB cable. I don't have the Play & Charge Kit.

I have two questions:

1) Will the batteries in my controller charge while the controller is connected to my PC through a micro-USB?

2) Is there any way of charging the batteries inside my controller without taking them out? Would this require replacing the batteries with the Play & Charge Kit battery?

Yes it will charge it. The USB cable primarily serves as an energy output. In the case of computers, it just so happens to allow you to use it on your PC as well.

This is why you can also charge your controller on any wall-socket. You can even use your phone charger to charge your controller. Leaving it connected to your PC will definitely charge it.
