how come cpuid only shows my clock speed at 1600 to 1700 mhz should be 2660 mhz ?

Enhanced Intel SpeedStep (EIST). Lowers the multiplier of the processor when not under heavy use. Save's on power.

Go into Control Panel > Power Options and make sure the CPU setting is at Normal or Performance and not balanced or Power Saver. It does help though because most of the time you're just wasting electricity idling at 2600MHz.
