Question Xeon E3-1220 V2 works at only 32W maximum.

Hello, everyone. This processor I just got usually can go up to 92W, but the one I have only goes up to 32W. Could this problem be because of motherboard limitations?
And the processor's performance ratings are normal when running userbenchmark, but the performance is poor when running games. Stutters, fps drops and usually low fps happens. The motherboard is: Gigabyte GA-H61M-S2P

As for your platform, how are you cooling the processor, what BIOS version are you currently on and what is the make and model of your PSU(as well as it's age)?

What OS are you using? Userbenchmark is flawed, you should use benchmarking app's/tasks to show you if you've got an anomaly. Ram used for your build?

Cooler is stock intel cooler
BIOS version is either 2.7 or FD

Currently planning to download Windows 10 and run Cinebench.
Edit: Btw, the motherboard is GA-H61M-S2PV, not GA-H61M-S2P. My bad. :D
