HI I AM GOING TO BUILD A NEW PC FOR 1080P GAMING AT ULTRA
MY SPEC:
RX 580
120GB SSD
1TB HDD
500 PSU
I AM CONFUSED IN CHOOSING CPU
I7 2600 OR XEON E3 1245 V2
XEON IS 50% CHEAPER
WILL I HAVE BOTTLENECK OR PERFORMANCE DROP WITH XEON ?
OR RECOMMEND ANOTHER CHEAP CPU THAT DOES NOT GET BOTTLENECK
MY BUDGET 400 USD

There shouldn't be any difference in performance between them. The Xeon E3 1245 V2 is built on the 22nm litography(ivy bridge), while the I7 2600 is on a 32nm(sandy bridge) litography. This architectural improvement leads to a smaller TDP for the Xeon at 77W, lower power consumption, vs the 95W of the sandy bridge I7.

Both CPUs have a locked multiplier, so you won't be able to overclock on either.

Another difference would be that the Xeon has support for ECC memory(error correcting memory) which is mainly used for servers, so that won't bother you.

You may go with which is more affordable... in performance they're identical.
