xeon e5 2583 v4 2nd cpu no post

have a Supermicrio X10DAL-1 motherboard. Bios rev 2.0 latest.
I have not changed anything in the bios settings.

I have 2 of the same identical chips. ES chips.
Xeon E5-2683 v4 ES Broadwell-EP

when I put 1 chip in the 1st chip slot i can boot to windows10 no problem.

When i put 2nd chip i get black screen no post no sound.

Both chips will boot up in 1st cpu slot perfectly when swapped.

Every time i add 2nd cpu I get a black screen. doesnt matter which chip. No post, no beeps.

I even got another Supermicro X10DAL replaced by Supermicro and still same result.
no bent pins or any physical damage.

I even removed components to minimal specs, like ram, graphics card etc...

Here is my setup:

1. Supermicro X10DAL-1 (latest bios 2.0 from supermicro)
2. G.SKILL Ripjaws 4 series 32GB (4x8GB) DDR4 2400Mhz DIMM F4-2400C15Q-32GRK
3. 2x MSI RX 470 4gb both installed running.
4. 1 Xeon E5-2683 v4 ES Broadwell-EP (2nd cpu not installed still)
5. Raidmax 850watt PSU
6. 1TB hard drive Sata
 
Yes I do have ram in slots for each cpu. The ram is all matching and all slots are populated with 4x8gb

Yes 2 8 pin cpu power plugs both in. The ones that come from my modular psu to the motherboard that are near the 20 pin connector right??? All power is connected.

yes the ES I purchased online, the seller claimed they worked with several motherboards including the X10DAL series as long as I had bios R 2.0 and above. same stepping and revision on chips all identical.

I wish i wasnt out of luck.. Was hoping it was something I am overseeing.

How do both chips work by themselves in the first slot but when adding both at same time no post blank screen.
Driving me nuts.
