Xeon e5 26** series restrictions

I,ve heard that if you are using xeon processors you have a restrictions with turbo frequency . let's take 2695 v3 model from 26** line of cpus , it has 2.3 - 3.3 ghz respectively , when this CPU under the full load, it uses all 14 cores but only base 2.3 frequency. it can,t go 3.3 using 100 load of all cores
Is that true?
 
Turbo boost is a function of the TDP of the processor. If the processor is within it's thermal specifications, it will boost the cores. when it approaches full load, then obviously it can't boost the cores without generating too much heat and they will run closer to their base clock frequencies.
