Build Advice Xeon e5450 and GTX 950 in 2019? (THIRD_WORLD_COUNTRY!)

I found a deal locally for the following pc
Xeon 5450
8gb ddr3 1666mhz (dual channel)
Xotac GTX 950 2GB
240GB SSD
500W PSU from Antec

He's asking $250 for it.I know thos is the best I can build because older refurbished 4th and 2nd gen i3 i5s cost wayy too much here ( more than its new price ) so its not worth it.
Im upgrading from a ancient Core 2 Duo e460p and a gt710 with 4gb ram which barely runs any games.

I want to play popular titles like CS GO , Apex Legends Fortnite and the new Battlefield V firestorm.

Is this system adequete? Will it game at 60fps with 720p ultra? (Because i have a 720p moniter )
Also is 720p30fps streaming possible with Fortnite?

Can it run games for atleadt 2 years and do all the basic tasks for ~4 years?

I know this is a really old Xeon but I'm poor and Live in a stupid third world country so any advice would be great!

( Also the seller is selling a c2q 9500 , 9650 , rams , 750ti and a 950 as well.)

I only have 200$ and if its worth it ,I will buy it nect month.

Both systems you mentioned are going to struggle with newer, more demanding titles. You would be better served by waiting, saving more money, and building/buying something much more capable (and modern).
