Try resetting your CMOS BIOS settings by powering off, unplugging the PSU, removing the CMOS battery from the motherboard for five minutes, pressing the power button for 30 seconds DURING those five minutes, then putting the CMOS battery back in.
Plug power back in and power on. Enter the bios and select the default or optimized default configuration settings. Save settings, exit and boot to Windows.
If that doesn't work, I'd power off and remove the CPU cooler and CPU to verify that there are no bent pins on the motherboard CPU socket pin bed.
