Hi,
I have a chance of picking up a Xeon x5677 system with 12mb of ddr3. I was thinking of adding a GTX 960.

Would this system be ok to play newer games such as fallout 4 at a resolution of 1900x1200?

thanks

You should be able to.

That Xeon processor is quite powerful and long lasting (since they're made for server's) except your GPU is a mid range to high end GPU so you will be ABLE to play newer games with those specs except I wouldn't expect to be able to "max" the games out, graphics wise.

How much memory are you going to par with your Xeon and 960?

I game with Xeon E3-1231V3 + GTX970 + 16GB RAM. No problemo with gaming on Xeon procs.
Xeon x5670 should be still good enough for games today, you just need a good GPU and at least 8GB RAM.
If you plan to get FallOut 4 @ 1920x1200, I would suggest getting either R9 390 or GTX970 better than GTX960.

BTW,
Where did you get 12mb DDR3 RAM? Never seen this before. Or is it 12GB RAM , you mean?

The 12MB is the cache of the xeon processor, he wrote it wrong.
