Question XFX 6800 XT & PCIE Lanes

Silly Question Maybe...

How can I find out if my PCIE land which is 16 is running a full power?

I have a TRX40 10G (3960X) with 4 (16) PCIE lanes, because of my case I have to run the GPU on the last lane away from the CPU.
Will this hurt performance.

The motherboard says that all lanes fun at 16.

Please advise.

I don't see where is said it run all 4 at 16
(support x16/x8/x16/x8 mode)

It won't hurt performance, but there's no technical reason to put it in the last slot.

Should I run on the 3rd lane? Might not fit, so possibly have to rethink PSU placement.
Please advise if possible.

Does the 1st & 3rd lane run at highest capacity of MO? If so I can move the PSU down. Getting a new case or smaller GPU is silly. Be helpful my good person.
