XFX double D 7970 GHZ low performance issue

I just bought a 7970 and i feel as though im not getting the performance i should an example being the lost planet 2 benchmark B with everything at max im getting 53 average fps at 1100/1600 with 4xaa and a resolution of 1920x1080 while benchmarks with the stock clocks are getting 67 average and when i try using stock my fps stays the same its around the same for all the other games im getting around 10-20 less fps then the other benchmarks another odd issue is serious sam BFE my fps stays exactly the same with 8xaa as it does with it off

unigine heaven 4.0 basic score is 2776

Seagate Barracuda 7200 1 TB ST1000DM003

ive tried multiple driver sweepers multiple driver versions and another XFX 7970 GHZ and im getting the same results any help would be appreciated

left some info out my operating system is windows 7 64bit and im using a vga to dvi adapter if that could have any effect on performance im not sure
