I picked up the new XFX R9 270x DD and on the box and on the website XFX advertises unlocked voltage (other 270x's are locked).

However, all of the overclocking utilities I've tried do not allow me to increase the voltage. What is going on here?

Has the oc software not caught up yet or is the card doing some sort of automatic dynamic voltage increase (power control is different, right?).

The 270x is a rebranded 7870 and that card did allow voltage increases. The two XFX reviews on the web did not or were not able to increase voltage.

Solution
For those wondering, xfx responded to my support ticket. Apparently, "unlocked" voltage means that the card ships with the maximum voltage set as default. You can't increase it but they say their higher cap allows for significantly higher overclocking. I was able to push my card to 1225/1475, which is higher than most 270x I see with the exception being asus and the highest end msi card.
MSI Afterburner, ASUS GPU Tweak, and Sapphire Trixx.

Currently using AMD OD as it seems to play best with my card. I noticed with Afterburner that my clocks would randomly drop from 1220/1475 down to 1000/1400 and not exceed that until I disabled/re-enabled the driver.

Oddly, this happens after coming out of sleep mode so I now it's not a driver crash during a game. I've run 3 hours straight unique heaven and I play BF4 all the time with absolutely no trouble. Point being, my oc is rock solid.

Yes, I know this but that is not what is going on here. The clocks will stay at 1000/1400 in game until I disable and reenable. That's besides the point though, being that I'm trying to find out why my voltage can't be tweaked.

My AMD graphics Overdrive is actually integrated into the AMD CCC I am using, but I don't see a voltage slider. It's the most recent iteration of CCC too....

I have clock, memory, fan control, and power control available to me. Where did you see the voltage control on the version you're looking at?

Hmm, maybe I'll try to find a newer version of GPU tweak and see if it lets me. MSI AB shows the voltage bar too but it's already maxed out albeit not at 1.300 like the Asus program shows. I'll report back tonight.
