XFX R9 280X 200% failure rate. Could my rig be killing cards?

If the following seems preposterous that's because my understanding of these things is limited, hence the question.

I recently invested in an XFX R9 280x to replace my ageing 6970. When it arrived and I installed it (properly I might add, by uninstalling drivers then running a driver sweeping program before reinstalling the new card) I had on-screen flickering, vertical wobble up and down like an old tv and cross screen tearing. I tried a driver wipe, again and when the problem remained I sent the card back.

My wholesaler benched the card and deemed it faulty sent me a brand new card in a box. I installed the new card and it, to my shock, did exactly the same thing only worse. I sent the 2nd card back and the wholesaler again bench checked it and discovered that it too was broken. This time I took store credit instead of a replacement card and now I don't know what to do.

I don't much believe in coincidences. The odds of getting two shagged cards straight out of the box must be astronomical so I'm skittish about getting another 280x from the wholesaler. If something goes wrong with it we're at a point where they're going to think I'm wrecking them somehow and I'll lose my money.

Can anyone tell me if there's a chance there's something the matter with my rig that might be stuffing up these cards or am I just the unluckiest person in the world to get two broken cards in a row?
Two things to consider: I don't overclock and have not stressed either new card unduly. I just plugged them in and they were shot from the get-go. Both times I've put my 6970 back in and it's run perfectly.

Really keen to hear what people think.

Well from personal experience XFX is kind of a lousy brand. I know some swear by them, but I've had issues with my old 5850 and they basically said "Tough". So take what I say with a grain of salt.

I believe in a 20% rule when it comes to high end parts. About 20% fail either out of the box or within a short time frame. This is just personal experience. I would avoid XFX and go with Sapphire or Power Color. If it's possible try to go through a different "wholesaler" (I think you mean reseller) as it's entirely possible they got a bad batch of 'em (maybe damaged in shipment?)

So try what I say, and hopefully things will pan out for you.

Good Luck.

Don't think it works that way. If your PSU isn't putting out enough power normally it'll just shut down, but before we speculate further, OP, what brand and model is your your powers supply as well as it's age?

Not enough power wouldn't do that, poor voltage regulation would. As some PSU's get nearer their maximum output, voltage regulation gets worse and ripple and noise increase - those are the killers I'm concerned with.
I wouldn't expect the Seasonic built NZXT 850W bronze to have any such issues

It is highly unlikely to have 2 bad cards back to back, but it can happen. I'd speculate you just had a bad luck streak there. As was said before in this thread, XFX is a lower end brand. They were when they made Nvidia cards too. I have a sapphire R 9 280X Vapor X and have had no issues with it. Sapphire is considered by many to be the best AMD card, but they cost the most too. Asus cards seem to be really well built as well, and are usually more affordable than Sapphire. MSI makes some nice cards too. I have heard good things about Powercolor and Diamond too, but never owned one from either so I can't say much about them. I'd recommend Sapphire, but if you'd rather not pay the premium over the others, Asus or MSI should do just fine. I was actually going to buy the Asus DCU II 280X, but opted for the Vapor X due to the positive reviews of it's cooler over the others.
