XFX R9 280x 3GB or EVGA GTX 760 4GB

I currently have a R9 280x, and it goes alright. Its problem is that it whines a lot, which is distracting to me. I am RMA'ing it tomorrow, but if it fails, (comes back doing it again), I am going to look into exchanging it. Does it really dominate the 760? Because I was considering it as my secondary choice, as its around the same price-range.

Yes an R9 280 or 280X is a great choice. I would recommend getting an R9 280 and OC'ing it if it is much cheaper.
