XFX R9 280x DD Huge drop in FPS on all games.

I'm experiencing a huge fps drop in my games Diablo 3, Warframe, and Elite Dangerous. I just built this computer and I can't seem to figure out the issue.

Asrock H81m - ITX
i5 4430
8GB G-Skill 1600
XFX R9 280x Double Dissipation
Corsair CS450 PSU
