XFX R9 280x is stuttering after install. Previous card was a GTX 660.

Today I bought a XFX R9 280x. I get home, unplug my GTX 660, plug the 280x in, turn the computer on, installed the driver, and the stuttering began. I thought "Crap, I should of wiped the Nvidia stuff first." I did that, I uninstalled all the AMD stuff, reinstalled the AMD stuff, and still had the stuttering. I thought "Maybe my 1000w PSU is messed up. I put in my friends perfectly working 600w corsair, and still had the stuttering. I am considering reinstalling windows 8.1. Any ideas? I appreciate all things to be said.

1000w psu (tried the 600w, too)

XFX R9 280x

I haven't checked the updates for my motherboard and bios in a while. I should check into that, now.

My motherboard driver version is from 2013-02-04. It is '2.2'. The most recent one is from 2013-10-30.

Should I update? Probably a dumb question...
I ran it in safe mode, cleaned everything up, reinstalled and I still the same stuttering. Also, my computer is running way slower than it usual does. By a lottt. My disk is usually at a steady 99%-100% for 1 or 2 minutes after I get to the desktop. Even during the whole start up process. Instead of taking a total of 10 seconds, I end up waiting 5 minutes sometimes. Should I just reinstall Windows or is that just too much?
 


The disk activity did increase after the installation of the new card.

Solution
AMD recently pulled and re-released the 14.4 drivers. Apparently there was an issue with the AHCI drivers. It's possible that your motherboard drivers were also updated as they are part of the Catalyst drivers. Try re-downloading them (or take an older version), fully uninstall AMD drivers, run DDU in Safe Mode to get rid of them completely and then install the newly downloaded drivers.

Thanks for all of the help. But I kind of got super irritated and had only one day to return the card for something else. I took it back to MicroCenter and got the MSI GTX 770. I paid $250 for the 280x off a kid I know, took it back and got a BRAND NEW GTX 770 that sells for $339.00.
Can't be mad anymore. Thank again!
